Excess Flow Valves

New Regulation

The US Pipeline Hazardous Materials & Safety Administration (PHMSA) enacted a new regulation which requires natural gas utilities to notify customers about Excess Flow Valves (EFV’s). The new regulations require natural gas utilities to inform customers of the purpose and use of EFV’s and to offer installation of EFV’s. Per the regulation, customers choosing to install EFV’s on existing services are responsible for the cost of the installation.

What is an Excess Flow Valve (EFV)?

An EFV is a safety device installed on natural gas service pipelines. EFV’s automatically restrict any unplanned or excessive natural gas flow in the event of a pipeline breakage downstream

While an EFV can restrict the flow of natural gas, an EFV does not shut OFF the flow of natural gas completely and a hazardous condition may still be present while leakage occurs.
EFV’s will not protect against household appliance malfunctions, small punctures in underground pipelines or pipeline damage from natural disasters such as earthquakes or flooding.

Installation and Cost

If you are interested in having an EFV installed, an estimate can be provided. Installation of an EFV involves construction work, possible paving and/or concrete replacement and natural gas interruption.

The cost of installation could range from $2,500 to $6,000 or more based on specific site conditions. Certain eligibility limitations may apply.
